Committee clears bill to extend CEQA streamlining for public university housing
Summary

Assemblymember Alvarez presented AB 1732, describing the bill as a targeted fix that would allow UC and CSU campuses and community colleges to access the same CEQA streamlining tools already available to other qualifying infill affordable housing projects. A student witness from UC Davis, Kai Wong, described personal housing uncertainty and cited figures presented to the committee on student housing instability. Tyler Aguilar, representing the University of California, said streamlining would not eliminate environmental protections but would reduce delay and help meet planned capital goals, including thousands of beds in identified and planning stages.
No opposition was recorded in the chamber during the hearing and committee members expressed strong support. The motion to pass the bill to the Housing Committee (and later votes) recorded unanimous or near-unanimous support in committee roll calls.
What happens next: AB 1732 was ordered to the Housing Committee; proponents said it will be a tool to accelerate campus housing projects while maintaining applicable environmental standards.
