Assistant Chief Administrative Officer Miss Schwarz and new Airport Operations Officer Dale Lesby told the board the revisions clarify maintenance and application-fee rules for hangar tenants, remove a subjective credit‑report requirement for commercial operators, and add a film-monitoring hourly fee for productions using airport facilities. The revised rate schedule incorporates a 2.5% annual escalation and, by design, reduces commercial ground-lease rates temporarily to match private rates as an economic-development incentive.
Why it matters: County staff said lowering commercial rates is a deliberate experiment to attract flight schools, mechanics and other long-term tenants that could increase activity and revenue over time. Schwarz said the change “nets out” with the 2.5% increases and applies to a small number of commercial operators at present.
Board action and public comment: After public comment and discussion about job specifications and the grand jury’s recommendations, the board approved the policy and fee schedule by roll call. Several supervisors praised staff progress turning around long-neglected airport operations.
What comes next: Staff will return with the ordinance clean-up language needed to align county code with the new templates. Any future commercial leases will follow the revised templates and fee schedule approved on June 23.
