Police, fire and code enforcement outline July 4 fireworks enforcement and report weed-abatement activity

Police, fire and code enforcement staff briefed the Atwater City Council on June 22 about the city’s July 4 fireworks operations and an update on weed abatement enforcement.

Police leadership described an "all-hands" plan with two operational periods: daytime event security (6 a.m. to ~4 p.m.) to support parade and park events and evening/nighttime enforcement (starting ~6 p.m. into the early morning) to target illegal aerial fireworks, paired with code enforcement and fire-prevention officers. The department said it will use plainclothes and uniform patrols, coordinate with county traffic teams and CalFire, issue citations under a zero-tolerance policy for illegal fireworks, and provide disposal support through the fire department.

Fire Battalion Chief Robert Carvallo said the city will distribute flyers and use Nixle/Naila mapping for public reporting; a tip line was given for reporting fireworks via text and online mapping. Staff also confirmed inspections of permitted fireworks booths beginning June 28.

Code enforcement manager Garcia reported 864 weed-abatement inspections citywide, with 116 notices issued and additional violations pending; staff said many properties are nonlocal owners which complicates compliance and that regrowth after rains means repeat enforcement actions may be needed.

During public comment residents criticized enforcement capacity and urged larger fines and more sustained enforcement; staff said collection systems (Data Ticket) and citation processes exist and that the existing $1,000 fine is enforceable but collection and deterrence are factors the city continues to evaluate.
