Orem council approves CDBG annual action plan and a bundle of budget amendments, plus RDA and street-lighting budgets

Orem city leaders on Tuesday adopted the Community Development Block Grant (CDBG) 2026–27 annual action plan and approved a number of budget amendments that update revenue and expenditure accounts across several funds.
Bradley Day and a consultant from Mountainland Association of Governments briefed the council on adjustments to the CDBG allocations and confirmed the public comment period and hearing were closed with no public comments; the council authorized the mayor to sign HUD forms and adopted the action plan.
Chief Financial Officer Brandon Nelson then walked the council through a wide-ranging set of end-of-year budget amendments: grants for emergency preparedness and Internet Crimes Against Children training; increased ambulance fee revenues and associated collection and Medicaid pass-through costs; UVU overtime reimbursements to cover police overtime; a lease-purchase financing for a new fire engine; appropriation of water and storm-reserve funds for infrastructure work; and additional appropriations for senior center meals and Library Hall rentals. Nelson said revenues generally look positive and that a full audit will provide final results later this year.
Separate public hearings were held and adopted for the Redevelopment Agency (University Place CDA revenue sharing) and the Special Service Lighting District (street-lighting operations and final phases of conversion from Rocky Mountain Power). Both budgets were approved as presented.
What to watch: CFO Nelson said staff would report back during audit season with final fiscal-year outcomes. Council also asked about a state grant for internet-crime training; staff said the grant is awarded annually but has declined in recent years as demand statewide has grown and suggested legislators could be urged to restore or increase funding.
Outcome: Council approved the CDBG action plan and a consolidated set of budget amendments, and separately adopted RDA and SSLD budgets during reconvened board sessions.
