Longswamp supervisors authorize Topton utility review, approve land‑development and routine contracts

Chairman Don Hickman called the Longswamp Township Board of Supervisors meeting to order at 7:00 p.m. on Feb. 25, 2025 at the Longswamp Township Municipal Building in Mertztown.
The board unanimously approved routine minutes and payments, voting to process bills totaling $62,043.01 and fund transfers totaling $17,284.11 for the period Feb. 12–25, 2025. Supervisor Mike Sacks made the motions; Vice Chair Mark Hilbert seconded; the roll-call vote recorded Hilbert, Sacks and Hickman as voting yes.
In a significant administrative action, the board agreed to pursue a municipal agreement with Topton Borough to separate water and sewer services for Luther Meadows and Heilman House. Representatives David Baker of Daikon Lutheran Social Ministries and Alex Bar of Herbert, Rowland & Grubic, Inc. requested the connection; the board required a $2,000 escrow and a premeeting application and voted to authorize the township solicitor and engineer to work with Topton Borough to assess viability and prepare any necessary agreements upon receipt of the escrow.
Township officials also handled multiple land‑development and right‑of‑way items. The board reaffirmed approval of final land‑development plans for Mountain Village LP, approved land‑development improvements and the related financial‑security and maintenance agreements, approved a stormwater BMP operations and maintenance agreement, accepted two deeds of easement for the State Street ultimate right‑of‑way (from Neilson and 055MV LLC), and adopted Resolution No. 2025‑13 and Resolution No. 2025‑14 accepting dedications of Walker Road ROW Areas 1–3 and 4–5, respectively. All motions were moved by Supervisor Mike Sacks, seconded by Vice Chair Mark Hilbert, and carried unanimously.
On zoning and environmental items, Chairman Hickman announced that Cycle 1 pumping remains in effect with a deadline of June 30, 2025. The board approved a solar permit request for 15 Colt Drive.
Parks and recreation business included tabling the 2025 Field Utilization Agreement for Topton Soccer Club and approving a $350 agreement with Stone Farmstead to provide a goat‑snuggling attraction at the 2025 Swamp Fest event (1–3 p.m.). The board also recognized winners of the Swamp Fest T‑shirt design contest.
In personnel matters, the board appointed Candace Cameron as the township Assistant Secretary/Treasurer, effective Feb. 24, 2025, and approved her attendance at the Center for Excellence in Local Government Municipal Officials Dinner in March and the 2025 PSATS Conference in May. The board approved an employee request from William Johnson Jr. to use his current Sick Bank hours for time off planned in April.
The board approved a one‑year proposal from Kistler O’Brien Fire Protection Services for annual fire‑extinguisher inspections of township buildings and parks for $729.54.
Two agenda items were tabled: Resolution No. 2025‑08 (the 2025 comprehensive fee schedule) and Resolution No. 2025‑12 (restatement of the qualified retirement plan).
No members of the public spoke during either the agenda or non‑agenda public‑comment periods. The meeting adjourned at 8:02 p.m.
Next steps: staff will await the $2,000 escrow from Daikon Lutheran Social Ministries before the solicitor and engineer proceed with Topton Borough coordination; tabled resolutions will return to a future meeting for further consideration.
