Council approves zoning text changes to allow barber/tattoo in M2 and recreation centers in PD5

The Orem City Council on Tuesday approved two separate zoning text amendments aimed at giving property owners more flexibility: one to include beauty/barber shops and accessory tattooing (SLU 6231 and 6232) as permitted uses in the M2 manufacturing zone, and another to add recreation centers general (SLU 7424) as a permitted use in the PD5 zone along University Parkway.
The M2 amendment came in response to an applicant who operates a barber/tattoo business and wants to add similar services in an existing warehouse. Planning Manager Jared Hall told the council that the change would not automatically convert warehouses into retail: building-code, fire-code and occupancy changes remain significant barriers. The planning commission recommended approval 7–0; the council approved the amendment after a public hearing, recording a 5–2 outcome with some members expressing concern about expanding tattoo uses into additional zones.
The PD5 amendment would permit experiential recreation uses — the kind of family-oriented indoor activities (trampolines, party rooms, games) an applicant proposed for a mall-space conversion. Planning commissioners and council members said the use could help revitalize the shopping center by drawing families and foot traffic. The council approved that amendment unanimously.
What changed: - Appendix A amended to include SLU 6231 (beauty/barber shops) and SLU 6232 (tattoo and body piercing) as permitted uses in M2; tattooing is limited as an accessory use (code limits still apply). - Section 22-11-17B amended to include SLU 7424 (recreation centers general) as a permitted use in PD5.
Votes and context: The planning commission recommended both changes. Council members who voted in favor cited economic development and reuse of existing buildings; those opposed to the M2 change cited concern about expanding tattoo uses into additional commercial/industrial zones. Both measures were approved at the meeting.
