River Ridge CDD adopts FY2025 budget and imposes special assessments

The River Ridge Community Development District Board of Supervisors adopted its fiscal year 2024/2025 budget and approved a resolution imposing special assessments at a public meeting Aug. 27.

District Manager Chuck Adams told the board the budget packet included scrivener errors; Supervisor Kurt Blumenthal identified a correction needed to the “Street sweeping” description. After amending the document, the board opened and closed the budget public hearing with no members of the public speaking and adopted Resolution 2024‑07 relating to annual appropriations and the FY2024/2025 budget, authorizing budget amendments and providing an effective date.

District Counsel Tony Pires recommended opening a public hearing on the assessment roll. No affected property owners spoke; the board directed deletion of references to “Exhibit B” throughout the draft and adopted Resolution 2024‑08, making a determination of benefit, certifying the assessment roll and providing for collection and enforcement.

Both measures were approved by motion, second and unanimous vote. The board did not record individual roll‑call vote tallies on the record; the minutes state each motion passed “with all in favor.”

The budget adoption followed routine budget housekeeping and correction of clerical errors identified by board members; the assessments resolution includes standard language for certifying and enforcing an assessment roll for FY2024/2025. The board did not receive public objections during the hearings. The minutes do not specify the dollar totals in the adopted budget or the assessment amounts; those figures are shown in the district’s adopted budget and assessment roll documents (not included in the meeting transcript).

The next regular meeting is scheduled for Sept. 4, 2024, when management will continue routine fiscal and operational reporting.
