Longswamp board grants conditional subdivision approval and extends Dollar General project deadline

The Longswamp Township Board of Supervisors on Feb. 11 approved a set of planning waivers and a conditional final plan for the Wenger & Zimmerman Minor Subdivision and granted a time extension for the Dollar General Mertztown land development project.
Tracey Horstmann, representative for the Wenger & Zimmerman plan, asked the board to approve three waivers recommended by the Planning Commission: a waiver from requiring contours based on a topographical survey for Lots 2 and 3 (Section 402.D.2.a) because no development is proposed; a waiver from providing a wetlands study for Lots 2 and 3 (Section 405) for the same reason; and a waiver to allow the proposed lot line to generally follow the angle of the existing lot line to permit adequate driveway space for Lot 1 and future access to Lot 2 (Section 605.A.5). Supervisor Mike Sacks moved to grant the three waivers and to accept conditional final plan approval contingent upon Hanover Engineer's review letter dated Jan. 31, 2025. Mark Hilbert seconded; the motion passed unanimously.
Separately, the board granted a time extension for PTV 1373, LLC (Dollar General Mertztown LDP) under Section 508(3) of the Pennsylvania Municipalities Planning Code, 53 P.S. §10508(3), extending the time for plan review to April 1, 2025. Mike Sacks moved the extension; Mark Hilbert seconded and the board voted in favor.
Don Hickman presented the Planning Commission's 2024 annual report and the board accepted the report as presented.
The conditional approval of the Wenger & Zimmerman plan is explicitly contingent on Hanover Engineer's outstanding review items; the minutes record no final plat filing or bond action at this meeting.
