The Carlisle Conservation Commission continued the public hearing on a proposed addition and retaining wall at 253 Noel Farm Road to its June 25 meeting to allow the applicant to provide additional survey information and address neighbor concerns.
David Crossman, representing the applicant, said the site is tight because of wetlands and septic constraints and summarized plans to add a garage and a retaining wall. He provided specific setback data: "the closest point of the disturbance in the nearby wetland is about 9 ft... the distance between the proposed retaining wall and wetland flag 5 is actually 8 ft 6 in to be exact," he told the commission.
Staff (Megan) flagged missing survey lines, requested exact tree species and diameter data for trees proposed for removal, and said the commission received a written abutter concern about tree removal, proximity to the wetland and whether the proposed drainage would increase flooding on the neighbor’s land. The consultant and applicant agreed to add the requested distances, mark the large fallen tree on plans, and submit the after-the-fact survey work prior to the next meeting.
Why it matters: the project raises tight-site concerns — small setbacks to wetlands and proximity to septic — and neighbors requested clarity on potential downstream impacts.
What’s next: applicant’s engineer will revise the plan with survey distances, tree species/DBH information and clarifications on how construction equipment will be staged; the commission will re-open the hearing on June 25.
