WABASH, Ind. — The Wabash City Council on March 23 gave first reading by title to a revised flood-damage prevention ordinance intended to bring the city into compliance with updated National Flood Insurance Program (NFIP) requirements.
Council introduced General Ordinance 5-2026, which would repeal and replace portions of the city code relating to flood hazard planning and flood-damage prevention. A city staff presenter said the Indiana Department of Natural Resources provided a model ordinance after NFIP updates, the building department adapted that language to local formatting, and DNR has approved Wabash’s adaptation. The presenter emphasized the measure is administrative — governing permitting and administration in mapped flood zones — and does not change floodplain map boundaries.
Council member Doug asked whether the proposal would alter mapped flood zone boundaries; staff responded that the ordinance addresses administration and permitting procedures, not map changes. A motion to approve first reading by title only was made and the council proceeded with a roll-call affirmation.
