Wylie — The City Council approved on June 23 a $951,395 increase in the contract contingency for the FM 544 road reconstruction project to fund additional change orders tied to tree removal, drainage remediation and median work.
Public Works staff reported the original construction contract was $13.77 million with an initial 5% contingency ($688,570). Early change orders (including an $84,776 tree-removal change order) depleted available contingency and staff recommended the additional contingency so the contractor can be paid for necessary work as the project nears completion. Identified needs included median openings for adjacent businesses, drainage improvements where former bar ditches had been filled, and a flume at Vincent Road to prevent ponding and roadway overtopping.
Public Works staff said the project remains under the originally-authorized budget when reimbursements and prior credits are considered; the requested increase would leave a modest reserve for any final unknowns. Council questioned whether design verification and engineering oversight could have prevented some changes; staff explained the city approved the construction drawings and is now addressing field conditions and legacy drainage issues revealed during construction.
Mayor Pro Tem moved approval and the motion passed 6–1 with Councilman Scott Williams opposed. Staff said the project's total authorized value would be about $15.06 million with the approval and that work will continue while the project is closed out.
