Dubois County Council approves multiple appropriations, ARPA transfers and salary amendments

The Dubois County Council on July 29 approved a package of budget moves and salary ordinance changes covering courthouse security, highway repairs, grant reallocations and two transfers from ARPA funds.
Auditor Sandra L. Morton presented multiple requests that the council approved by motion. Key items included a $1,000,000 transfer from ARPA HELP Grant funds to Personal Services Employee Health Insurance and a $129,922.25 transfer from ARPA to Capital Outlay Computer Equipment; both motions carried unanimously. The council also approved a $41,626 appropriation for two courthouse security officers and amended the salary ordinance to set the officerspay at $1,892.02 biweekly (full-time, CPOLE III).
Other unanimous actions included transferring $19,620.92 within the Community Corrections Grant (reallocating part-time officer pay to director and assistant director), a $7,400 capital outlay appropriation for Community Transition Program mattresses, a $60,000 appropriation for highway equipment repairs and a $30,000 appropriation for Cum Bridge materials. The council approved $7,000 for a Victim Advocate salary with $3,500 for benefits to cover a VOCA grant shortfall and amended salary ordinance provisions to add a part-time Record Librarian at up to $19.09/hour and a Deputy Sheriff/Social Worker under a Justice & Mental Health Collaboration Grant at up to $2,462.42 biweekly.
Taken together, the actions adjust departmental budgets ahead of the 2025 budget review and respond to grant-term and staffing needs flagged by county departments. Several items were described as addressing shortfalls (VOCA Victims Grant, Community Corrections), operational needs (highway repairs) or personnel continuity (courthouse security, grant-backed social worker).
Next steps: budget review meetings are scheduled for Aug. 12, 2024 with additional meetings possible on Aug. 14 and formal budget hearings in October.
