Tom Astbury of Astbury Water Technology, Inc., reported the treatment plant was "compliant for June" and told the board a resident-installed wastewater pipe still requires the required inspections. Astbury said he reviewed a proposal from Stuart Savka of Triad Associates, which totaled $15,000 for planning and options for necessary upgrades, and "believed it a solid proposal for the long-time planning of the plant." The council did not vote to authorize work at the meeting but agreed to consider the proposal at the next meeting.
The presentation included system-status updates and planning options; Astbury emphasized that inspections for recently installed residential connections remain outstanding and must be completed before construction work proceeds. Stuart Savka presented information and options for needed upgrades and answered questions from council members about scope and cost estimates.
The council recorded no formal financial commitment at the July meeting but set the Triad proposal as an action item for the August agenda, allowing staff to gather further details and return with recommendations. The council's next meeting is scheduled for Aug. 1 at the Darlington Community Center.
