Town of Dana adopts waterworks ordinances, approves equipment purchases and tables fire-department payment

The Town of Dana board, meeting Feb. 10, 2026 at Dana Town Hall, adopted two ordinances affecting the town’s waterworks and approved a series of equipment and service expenditures while tabling a disputed payment to the fire department.
Town Attorney Scott Craig presented Ordinance 2-2026-1, an amendment to Ordinance No. 12-2 concerning construction of additions and improvements to the town waterworks. John Davern moved to approve; Kyle Marshall seconded and the motion passed with all in favor. The board then approved Ordinance 2-2026-2, authorizing use of surplus bond proceeds for a waterworks project; that measure also passed on a unanimous voice vote.
Kristy Jerrell presented a local resolution approving the Plan 2-Utility Master Planning Study. The board adopted and signed the resolution on Feb. 10, 2026; Board President Bob Richardson and Clerk/Treasurer Michelle Doan signed the document.
Eric Smith presented the Dana Water and Wastewater Utility Study, including recommended water-system improvements and preliminary probable construction-cost estimates. The board asked for follow-up information; John Davern was assigned to gather additional details on repairs to an older sewer pump and to coordinate with Mike Novac and Clerk/Treasurer Michelle Doan on potential USDA funding for plant updates.
In operational items, the board approved a contract listed in the minutes as a "New Town Shop" contract with an entity recorded as “FBI” with an eligible amount of $129,080.00. The minutes do not clarify whether "FBI" refers to a vendor acronym or another entity; the board also discussed coordination and an estimated six-week schedule for demolition of the existing town shop.
The board approved $1,500 to have Torik complete programming work on the water plant’s control system (the minutes refer to both a "Torque" system and 'Torik'); the motion was made by Kyle Marshall and seconded by Martha Kritzer. The board also approved purchases of a new battery for the generator serving the lift stations and a new snowplow edge cutter (motions by Kyle Marshall, seconds by Martha Kritzer; all approved).
The board approved hiring Misty Falls to train the Clerk/Treasurer on water and sewer billing at $20 per hour, twice monthly (the first and the 17th of each month), with some remote assistance as needed.
Bruce McElheny of UMAC informed the board of needed updates and repairs at the sewer plant and said he would supply quotes. The board noted UMAC’s forthcoming quotes and continued coordination with USDA for potential funding.
During public comment, Brian, speaking on behalf of the Fire Department, told the board that the town owed the department $10,000 under the fire contract for 2025 and 2026. The board decided to table the issue until spring while accounts are reconciled and a budget is prepared.
Clerk/Treasurer Michelle Doan provided financial reports. Department reports for sewer, water, parks and public safety recorded no new updates. The meeting was adjourned at 8:12 p.m.
Next steps noted in the minutes include demolition coordination for the old town shop (estimated to start in about six weeks) and follow-up on sewer-plant funding and repair estimates; the fire-department payment issue will be revisited in the spring after reconciliation and budgeting.
