Council accepts $220,205 bid for 21-inch trunk sanitary sewer lining project

City Engineer Sarff told the council bids were opened Aug. 27 for Project No. 25-04A. He described the work as CIPP lining—creating a new pipe inside the existing pipe without excavation—on the 21-inch trunk sewer that runs from the east end of Pierce Avenue, across Trunk Highway 169, to a manhole near the Main Lift Complex. Sarff explained the sewer dates from the 1950s and has required repairs over the years.
Three bids were received. The low base bid was from Hydro-Klean, LLC for $220,205.29 (Hydro-Klean’s Alternate Bid listed $163,509.13). Visu-Sewer, Inc. submitted a base bid of $245,250.00 and did not submit an alternate bid. Insituform Technologies USA, LLC submitted a base bid of $292,977.00 and an alternate bid of $332,223.00. The engineer’s estimate listed $200,000 for the base and $150,000 for the alternate. Sarff recommended accepting Hydro-Klean’s base bid.
Council voted to accept Hydro-Klean’s $220,205.29 base bid; the motion passed 4–1, with Council Member Peterson recording the lone dissenting vote. The transcript does not include a recorded explanation for Peterson’s no vote.
Why it matters: The project addresses aging trunk sewer infrastructure in service to much of the city’s lower area and part of upper North Mankato. The CIPP approach minimizes surface disruption by avoiding open excavation. The council’s acceptance of the bid authorizes the city to proceed with awarding the contract as recommended.
