Council declares assessments and sets Nov. 3 hearing for Ringhofer Drive reconstruction

The North Mankato City Council declared the costs to be assessed for the Ringhofer Drive Street & Utility Reconstruction (City Project No. 24‑03 ABCDEF) and set a public hearing on the proposed assessment for Nov. 3, 2025.
City Engineer Sarff said the project includes funding from a BDPI grant with the balance financed by a general obligation bond that uses special assessments. Under the city's financing approach, landowners are responsible for 20% of special assessments and the city covers the remainder. Sarff said the Port Authority owns the parcel(s) being improved, so the assessment will be placed on Port Authority land and allocated across six lots.
Council adopted Res. No. 89‑25 declaring the costs and Res. No. 90‑25 setting the public hearing; both measures passed unanimously.
