The study identified flood risk, access spacing and multimodal needs as key issues. Alternatives examined included raising roadway grades, adding a flood wall with a control gate at Judson Bottom Road, extending the flood wall, and realigning Judson Bottom Road. For safety and operations, the team modeled single-lane roundabouts at Lookout/Lee and Belgrade/Lee, a signal alternative with lane reduction, and various realignments.
The planning team recommended Alternative 4, which combines a flood wall and single-lane roundabouts at Lookout/Lee and Belgrade/Lee, along with realignments of Judson Bottom Road and South Avenue, with planning-level cost estimates between $10 million and $16 million. Council discussion focused on pedestrian safety and whether lane reductions would improve walkability.
No formal decision to proceed with construction was made; the study provides a recommended vision and a planning-level cost range for further design and funding work.
