North Mankato to survey residents on indoor recreation center and possible sales-tax funding

City Administrator McCann invited consultants from ISG to roll out a citywide survey asking whether North Mankato should build an indoor recreation center, which amenities should be included and whether a sales-tax increase is an acceptable funding mechanism. The council approved moving forward with outreach and asked staff to distribute a flyer with utility bills and run a social media campaign.
Sue Peterson and Jeremy Wiesen of ISG outlined the three survey questions and said the survey will be available online, printable for drop-off at City Hall or the library, and accessible through alternative collection methods. Responses are due Nov. 12, 2025.
Mayor Carlson asked whether the city could determine how much of a potential sales tax would be paid by residents versus visitors; Finance Director Ryan said the city cannot distinguish the source of sales-tax receipts. Council members discussed the timing, potential amenities and financing methods. The council directed staff to proceed with the survey and to return with results and follow-up recommendations after the November 12 deadline.
The survey aims to gather resident preferences and establish whether a sales tax increase would be politically viable before staff develops more detailed project and financing plans.
