Staff said the East Range board asked each member community to consider how it wants to be involved — whether through elected officials, staff or citizen task forces — and to report back on positions regarding adult-use cannabis, trails, and capital projects that could benefit from shared funding and economies of scale. Staff noted the city already participates in a housing coalition and in some shared services (for example, a joint or shared police arrangement in the region).
Councilors and staff discussed the value of citizen task forces for trail planning (volunteer groups already exist), the possibility of staff or a council member joining task forces, and the need to compile examples of neighboring-city ordinances and approaches to inform Hoyt Lakes’ decisions. No formal votes were taken; staff will include adult-use cannabis and chickens among items highlighted in public outreach and survey questions for residents.
The council asked staff to gather comparative information and to consider survey and forum questions to guide future participation in East Range initiatives.
