The Hoyt Lakes City Council directed staff to review the city’s R4 mobile‑home zoning rules and return with recommended ordinance changes after discussion about a pending sale of a trailer court and longstanding problems with abandoned units and utility access.
Councilors said the city’s current ordinance already prohibits abandoned trailers but that enforcement has lagged. Members proposed several options to address recurring problems: limiting the types or age of trailers allowed into the park, requiring the new owner to secure easements for city access to repair water and sewer lines, setting standards for maintenance and removal of derelict units, and comparing neighboring codes such as Aurora’s for model language.
The council moved and approved a motion to have staff (Becky) research comparable ordinances, draft proposed language, and present recommendations at a future meeting. Councilors emphasized the need to protect emergency access and avoid long delays in repairing critical utilities on parcels that span private and other owners’ property.
