Lily Flores, Housing Manager, presented and the Housing Authority approved program guidelines on June 23 for the Charter Oak Mobile Home Estates Air Conditioning Grant Program. The program targets households at or below 80% of area median income and would provide up to $7,500 per unit to assist with purchase and installation of through‑wall units, including necessary electrical work.
Flores said each mobile home will receive a pre‑installation evaluation by city staff and the contractor to determine electrical capacity and whether upgrades are required. The program will operate on a first‑come, first‑served application basis and staff will promote it through flyers and the monthly resident newsletter.
Council and staff said the program is intended to address a recurring need when older air‑conditioning units fail and residents lack funds for replacement. Staff noted a $200,000 budget is available for Charter Oak programs; this amount will cover both the air‑conditioning program and an existing facade program as demand and usage dictate.
A motion to approve the program guidelines carried by a voice vote of 4‑0. Staff was authorized to execute necessary documents to implement the program.
