Council accepts state solar grant and installation contracts for liquor store and new fire hall

Staff (S4) presented final documents for a state solar grant and two installation contracts with Renewable Energy Partners to install photovoltaic systems on the municipal liquor store and the new fire hall. Staff said the grant package is final and that the installer confirmed it can meet the state’s reporting and timeline requirements for reimbursement.

According to staff, state funds currently committed would cover roughly 70% of the total installation cost. The city would be responsible for the remaining 30 percent, which staff estimated at about $73,000 to be cash flowed from the city’s building fund and later offset via federal tax incentives if those are available when the city applies. Staff noted that federal tax incentives are not guaranteed but that consultants (tax experts) had indicated funds should be available for projects completed in 2026 and applied for in 2027.

Councilors asked about payback period and long-term maintenance. Staff said payback on the combined project was expected to be on the order of 10 years and that warranty/commissioning and required paperwork for reimbursement are included in the contracts. Staff also said the installation contracts had been reviewed by counsel (Campbell Knutson) and confirmed the installer will provide required documentation as part of the agreement.

The council voted to accept the state grant agreement and to approve installation contracts with Renewable Energy Partners. Staff will administer the contract, submit reimbursement paperwork to the state, and, if necessary, cover the short-term cash-flow impact from the building fund.
