Fort Oglethorpe council approves three ordinances on final reading, advances budget and zoning items

The Fort Oglethorpe City Council on Monday approved three ordinances on third and final reading and advanced two other items through earlier readings, while also approving several routine contracts and emergency spending.
On motions that carried unanimously, the council adopted Ordinance 2025-33, a zoning amendment with a special exception for tax parcel 003D051 at 1397 Battlefield Parkway requested by owner Emerson Russell; Ordinance 2025-37, a zoning change for parcel 0208046A at 231 French Street (owner Norman and Lona Laneir); and Ordinance 2025-38, an annexation ordinance adding parcel 02080464 (231 French Street) into the city’s corporate limits. Council members moved, seconded and recorded affirmative votes for each final-reading adoption.
Mr. Stokes read the ordinance text aloud for each item before the council voted. The meeting’s roll call showed Mayor Earl Gray and councilmembers present and the mayor declared a quorum.
The council also took nonfinal action on two other measures: Ordinance 2025-39, the proposed 2026 fiscal-year budget, received a second reading and remains pending further action; Ordinance 2025-40, a zoning map amendment for parcel 0003F055 at Forest Road (requested by Cous Valley Federal Credit Union via a merger), was presented on first reading after a brief public hearing.
Other approvals at the meeting included: - Renewal of the annual contract with Katusa Citizens for Literacy (the council approved the renewal after a presentation by the organization). - Notification and approval of an emergency replacement of a malfunctioning transformer at Barnhart Circle ball fields (Crumple Electric; $6,230 charged to the general fund). - Payment authorization to Katusa County and the county tax commissioner for 2025 tax-collection services (4,143 bills mailed; total due reported as $14,532). - Renewal of the city’s medical, dental and vision insurance contracts for 2026 as recommended by the city’s broker (2026 total reported at $1,814,376 across funds).
The council moved to adjourn at the close of the agenda. The city will proceed with additional public hearings and required readings on the budget and zoning amendment before any final votes on those items.
