Selectboard adopts MOA to shore up certified water, sewer and CDL staff

Springfield’s Selectboard on June 1 adopted a memorandum of agreement to modify the Local 98 IUOE contract to better retain employees who hold important certifications — including commercial driver licenses — and to recover training costs when outside training is used.
Town Manager Scott Pickup told the board seven employees with valuable certifications had left since July 1, 2025, and current vacancies include a foreman, two Maintenance Worker III positions, and one Maintenance Worker II. The MOA adds an additional payment to recognize employees who maintain certifications and includes a recovery clause for outside CDL training when the town pays for that training and the employee leaves within two years. The town intends to do as much CDL training in‑house as possible so the recovery clause applies when an outside school is used.
Selectboard member Heather Frahm moved to adopt the MOA; Doug Johnston seconded and the motion passed 5‑0. The Manager said the change is expected to stabilize the town’s critical workforce and reduce reliance on outside contractors for vehicle maintenance and emergency services.
