Radford Electoral Board approves voting system security plan, prepares for August primary

The City of Radford Electoral Board on June 16 approved its Voting System Security Plan and reviewed operational preparations for the August primary, including an early-voting start on Thursday, June 18, and the mailing of absentee ballots to city voters.
Lindsey Williams, director of elections and general registrar, told the board that the registrar’s office has mailed all absentee ballots for the August primary and that early voting at the registrar’s office will begin June 18. Williams said staff have begun logic-and-accuracy testing on poll pads and have contacted potential election officers to confirm assignments. She added that humidity in the building may require the office to use pre-printed ballots for early voting as a contingency.
The board also approved the minutes of the May 18 meeting with one date correction. Secretary Virginia Ayers moved to approve the minutes with that correction; Vice Chairman Charles Stewart seconded and the motion passed unanimously.
With Williams’ assistance, the board reviewed the Voting System Security Plan and certified there had been no changes since the prior plan. Chairman Chris Quesenberry moved to approve the plan; Vice Chairman Stewart seconded and the motion passed unanimously.
Secretary Ayers recommended adding break-out sessions to Radford’s election officer training, based on a Montgomery County model, so that chiefs, assistant chiefs and Same Day Registration workers better understand their duties. Ayers said she will review Montgomery County materials and bring concrete recommendations to the board’s July meeting.
The board voted to enter a closed session to prepare the General Registrar’s performance review, citing the relevant sections of the Code of Virginia. The closed session convened and, upon reconvening at 4:23 p.m., each member certified by roll call that only matters lawfully exempted and identified in the convening motion were discussed. The meeting was adjourned at 4:25 p.m. The board scheduled its next meeting for Monday, July 6, 2026, at 3:00 p.m.
