The Carroll County Board of Supervisors approved a revision to the employee handbook consolidating multiple vacation schedules into a single vacation-accrual schedule (identified in the packet as page 16). Courtney, who presented the change, said the county attorney had recommended keeping vacation expressed as "days" rather than converting to hours because the handbook consistently refers to vacation as days. Courtney said the proposed consolidation "doesn't take away from anybody" and that some longer-tenured employees may benefit under the new schedule.
The board also addressed staff hardship tied to a payroll conversion that changes pay-frequency timing. After discussion the board approved a one-time grant of 16 hours of additional personal time during the transition year; the extra time must be used within the fiscal year and department heads are expected to exercise discretion in approving use.
