Greenburgh staff to redeploy purchased solar panels to rooftops after parking‑lot cost increases

Gary Duquesne, commissioner of Community Development and Conservation, told the board that incentives available to support the project total roughly $690,000 and could be as much as $800,000 but that the parking‑lot canopies became expensive because of shallow bedrock. He said the town already owns the panels and advocated placing them on available rooftops (the library, local multipurpose buildings or portions of the Anthony Veteran Park structures) to preserve incentives and lower installation costs.
Duquesne said the Anthony Veteran Park project remains viable as a leased installation (the developer would bear subsurface costs) and that the town could update the contract to reflect rooftop deployments, with an estimated revised town cost between $315,000 and $380,000 depending on configuration. The board asked about test borings (Duquesne estimated borings at about $300,000) and the number of panels remaining (Duquesne said there were more than 100 panels left to deploy). Staff said they would pursue revised contracts and aim to post the Anthony Veteran Park contract for a January meeting.
