Measure M oversight committee finds expenditures consistent with voter intent; parcel tax opt-outs noted

David Offenburg, chair of the Measure M Citizens' Oversight Committee, presented the committee's annual report for the 2024–25 fiscal year. The committee reviewed performance audit work and concluded that Measure M expenditures were consistent with the ballot language and approved allocations.
Offenburg noted that the board approved a Consumer Price Index increase about 13 months earlier that generated a parcel tax of $548.36 per parcel (with an over-65 occupancy exemption). He said 3,312 senior homeowners used the exemption, relieving those residents of a combined $1,761,553 in parcel-tax obligations.
Board members thanked the committee and staff; Superintendent Serrano and staff noted that the parcel-tax opt-out process is handled each spring and thanked Megan Westcott for administering opt-outs for seniors. The report recommended continued transparency and oversight; the board took the report and had no questions requiring additional action.
