China Select Board approves warrants, TIF allocation, contracts and deeds; schedules parking hearing

The China Select Board took several administrative and fiscal actions at its June 16, 2025 meeting, approving warrants, authorizing contracts and clarifying property ownership.
Financial approvals: The board approved Payroll Warrant #52 for $45,352.18 and Payables Warrant #53 for $678,821.91 on unanimous votes. The board also moved to appropriate $7,504 from TIF funds to support KVCOG activities (C.1 $4,000; C.3 $3,504). Joel Greenwood, Executive Director of the Kennebec Valley Council of Governments, and KVCOG representative Jessie Cyr were present for the KVCOG presentation; Greenwood reminded the board of KVCOG's General Assembly Day and said KVCOG plans to help the town with grant searches after the town's previously contacted grant writer was unavailable.
Contracts and property: The board authorized the Town Manager to enter into a Delta Ambulance contract using quarterly payments rather than an annual payment that includes a discount; the motion was made by Blane Casey, seconded by Edwin Bailey and approved 5-0. The board also signed a quitclaim deed for 479 Weeks Mills Road on behalf of Betty Jo Dennison (motion by Edwin Bailey, seconded by Jeanne Marquis; approved 5-0). Separately, during executive session earlier in the meeting the board directed the Town Attorney to draft a quitclaim deed to clarify ownership rights for property referred to as "The Landing"; that direction occurred under 1 M.R.S. §405(6)(E) (legal) and was recorded in the executive-session motions.
Other actions: The board approved purchasing a replacement town-office sign from NeoKraft Signs from Contingency funds, and voted to hold a public hearing on a proposed No Parking Ordinance for Peking and Canton Streets (motion by Wayne Chadwick, seconded by Blane Casey; approved 5-0). During public comment resident Brent Chesley asked about the status of the Rent.Fun kiosk; Manager Rebecca Hapgood said the town assessed the location and is awaiting an installation date.
Why this matters: The votes complete routine municipal business (payroll, payables, procurement) while advancing small capital and property actions that affect town operations, emergency services coverage and local property titles.
What comes next: The Town Manager will proceed with executing authorized contracts and with the TIF-funded work with KVCOG; the No Parking Ordinance will be the subject of a future public hearing per the board's vote.
