He described the platform as a tool to search pawn shops and online transaction databases and said each law-enforcement agency must currently have its own login; commissioners asked staff to explore whether a consolidated approach is possible.
Lyons next described a one‑year scanning, imaging and maintenance renewal for DocuPhase LLC (doing business as OnBase) for $41,784.75; staff said the document-management system is deeply integrated and expensive to replace because of migration and training needs. Lyons said the agency has used the vendor’s platform (referred to in briefing as DocuFace/DocuPhase in different places) for about 15 years.
The Sheriff’s Office also requested approval of a three‑year agreement with LexisNexis Risk Solutions for the Accurate Virtual Crime Center platform totaling $95,246.07 (year‑by‑year fees listed in the briefing). One commissioner said they would abstain from the LexisNexis vote because it is a publisher.
Finally, Lyons presented a one‑year renewal for DroneSense (Unmanned Vehicle Technologies) to manage the county’s DJI drone fleet for $41,600. Commissioners asked about price changes and whether renewal amounts differed materially from prior years; staff said the DroneSense renewal matched last year’s price.
Commissioners requested follow‑up information about whether multiple agencies could share access credentials on LeadsOnline and asked for clarification on the exact vendor names and platform histories where the briefing used inconsistent labels. Staff agreed to provide additional procurement details by email.
