Council to renew RCS Productions authority at Grace Amphitheater and back a $1.44M CDS request for the Innovation Hub

Staff recommended renewing a three-year authorization for RCS Productions to contract artists for Grace Amphitheater and asked council to support a $1.44 million congressionally directed spending request to revitalize outdoor areas of the Innovation Hub (former Boys & Girls Club) for courts, sidewalks, lighting and security; council asked staff for vendor comparisons and agreed to place both items on the consent agenda.
Community Relations Director Jason Post asked council to renew a three-year resolution authorizing RCS Productions to negotiate and contract with performance artists for the Grace Amphitheater. Post and operations lead Samantha Rosado said RCS has significant municipal amphitheater experience across the state, handles logistics and artist production, and helped the city recover insured costs after rainouts. "The entertainment are based upon the names from our talent selection committee...on top of securing the artists, securing the production, they are also doing things that staff is not doing," Post explained.
Several council members asked whether the city had solicited other vendors; staff reported a market search and said no comparable municipal provider offered RCS-equivalent municipal experience and price. Council asked staff to provide a list of other cities RCS serves and other vendors considered; staff said they would provide that information.
Separately, Parks Director Shahara Thrasher described a congressionally directed spending (CDS) grant application for about $1.44 million to renovate the outdoor areas at the Innovation Hub (the former Boys & Girls Club). Planned work would include true pickleball courts (separate surfaces rather than overlayed lines), improved sidewalks and ADA accessibility, lighting and security systems, and funds for design and permitting. Thrasher emphasized the grant requires federal compliance but carries no local match obligation; council agreed to place the CDS-support resolution on the April 6 consent agenda as well.
Both items were presented for committee discussion and will be considered for final adoption at the full council meeting Monday.
