Council forwards Brightar Road annexation petition to county; neighbors flag density concerns

Aaron McCulla of HRC Engineers told council there were no substantive updates since the work session. Staff explained that acceptance of the petition initiates the county’s review; if the county approves, the applicant would later file annexation and rezoning applications that would return to council for full review. Planning staff and several council members cautioned that the proposal shows about 67 units on nine acres and that the site has a single entrance/exit, which could raise traffic and density concerns for nearby residents.
Council Chair Nicole Miller moved to accept the petition for county review; Council Member Watts seconded. The motion passed unanimously.
What happens next: the city will forward the petition to Douglas County for its 45-day review. If the county approves the petition, the applicant will file formal annexation and rezoning requests and the city will hold subsequent hearings where neighbors will have opportunities to comment.
