City to accept petition to seek annexation of 9.32 acres at 3154 Brightar Road; developers propose 67 townhomes

Council accepted a petition from We Partner Group LLC and HRC Engineers to submit a request to Douglas County to annex approximately 9.32 acres at 3154 Brightar Road into Douglasville city limits and to begin concurrent consideration of rezoning the parcel to PRD (planned residential development).
Planner Dana Gray and applicant Aaron McCulla of HRC Engineers described the site's location adjacent to the Thunder Zone entertainment center and the surrounding area as regional activity center on the city's future land use map. The applicant said the plan is for 67 for-sale townhomes with on-site parking and that the annexation request will be transmitted to the county for its initial 45-day review; if the county accepts the petition, the annexation and rezoning would return to city council for formal consideration.
Council members asked why the developer sought annexation rather than remaining in the county; McCulla said annexation and PRD zoning better align with the developer's plan and access to city services. Council agreed to forward the petition for the statutory county review and to take up the annexation and rezoning at a later meeting.
