The Douglasville City Council unanimously approved item 26-077 on April 6, 2026, a rezoning request to allow redevelopment at 950 Bob Arnold Boulevard, after the applicant agreed to conditions to protect current residents of a senior facility on the property.
Planning and zoning administrator Chelsea Tubs described staff’s recommended transition conditions. City attorney/staff counsel Dana Gray read the conditions into the record: the property owner must identify one or more nearby senior facilities able to accept current residents, offer rents at or below current rates for at least 12 months for those who accept relocation, pay all out-of-pocket moving costs, and designate staff to answer residents’ questions and coordinate the relocation.
Parks Huff, representing the applicant Sam’s Larkin and Huff, told the council the applicant had worked with staff on the language and accepted the conditions. “We’ve worked with your staff … and we’ve agreed to their language as presented,” Huff said.
Mayor Rochelle Robinson and Mayor Pro Tim (Terry Miller) praised the negotiated approach as a practical solution that balances redevelopment and resident protections. Councilman Estes moved to approve item 26-077 with the attached conditions; the motion was seconded and passed unanimously.
What happens next: with the rezoning approved, the project will proceed under the conditions read into the record; staff and the applicant will be responsible for implementation of the relocation steps specified in the ordinance.
