Commission adopts purpose statements, directs LBO to evaluate tax expenditures from Aug. 16 and 2022 lists

On Aug. 16, 2024, the Tax Expenditure Review Commission voted to adopt proposed tax-expenditure purpose statements and directed the Legislative Budget Office to proceed with evaluations for two groups of items: those presented at the Aug. 16 meeting and a backlog of nine items originally presented in 2022.
A motion recorded at the meeting instructed the LBO to evaluate the tax expenditures in accordance with Minnesota Statute 3.88 55 and authorized the LBO to make technical corrections to documents. The first roll call (for the Aug. 16 items) was recorded in the transcript as six yes votes with three excused members; a second motion adopting the 2022-presented purpose statements recorded the outcome as seven yes with two excused.
The adopted instructions direct LBO staff to proceed with formal evaluations and to return findings to the commission, with technical corrections to the purpose statements permitted by motion. Commission scheduling noted the next meeting for Sept. 18, 2024, and LBO staff said more detailed briefings on individual items are available on request.
