Board seeks Farm‑to‑Market designation for Sibley route and approves state funding agreement for F‑10 bridge

Osceola County supervisors approved a Farm‑to‑Market application for a stretch of road through Sibley and authorized a funding agreement with the Iowa Department of Transportation for the F‑10 bridge project during their June 23 meeting.
A county official identified in discussion as Keith presented Resolution 35, seeking Farm‑to‑Market designation for Northwest Boulevard, Opal Avenue and Second Street in and around Sibley. Keith said adding the route would allow the county to use state Farm‑to‑Market funds for maintenance and reconstruction instead of relying solely on local dollars; the board approved the application by voice vote. “By doing that, that would allow us to tap into our Farm to Market funds through the state for maintenance and reconstruction,” Keith said.
Keith also presented a standard funding agreement with the Iowa DOT for the F‑10 bridge (Pierce Avenue, south of Sibley), reporting the project has progressed through right‑of‑way and plan approvals, and is scheduled to be let in November with construction next year. The board approved the funding agreement to allow the county to access state bridge program funds for the replacement.
Both votes were taken by voice and recorded as carried. County staff said the Farm‑to‑Market designation could help finance a project planned for fiscal year 2028 and that the DOT agreement follows the county’s standard practice for state‑funded bridge projects.
