The board approved a Shared Services Agreement with the Westmoreland County Land Bank after consideration by board members. The motion to approve was made by Brian Merdian and seconded by Ms. Parry and carried unanimously, according to the minutes.
Nancy Crouse, Fund Development Manager, described a Third Amendment to the Whole Home Repairs Program (WHRP) with Westmoreland County that reallocates funds from exterior repairs to ramps and stair lifts to improve accessibility. The board approved the amendment on a motion by Brian Merdian, seconded by Ms. Parry.
The board also approved multiple WHRP contract awards for specific properties and contractors. Recorded approvals include: Spanbauer Construction, LLC for 174 Schoonmaker Avenue, Monessen ($14,150); A1 Property Maintenance Solutions, LLC for 1021 State Route 136, Rostraver Township ($17,430) and for 315 McDowell Road, Derry Township ($17,395); SW Enterprise, LLC for 101 Chestnut Lane, Penn Township ($24,389.73); and Spanbauer Construction, LLC for 502 Esther Avenue, New Kensington ($12,900). An additional WHRP award was approved for A1 Property Maintenance Solutions, LLC at 1738 Snyder Avenue, Unity Township ($18,800). All motions to award these contracts were recorded as carried unanimously.
The board rescinded several previously awarded contracts after staff reported the newspapers failed to run required legal notifications. The rescinded items listed in the minutes include a $76,584.50 contract to Schrock Fence Company for commercial fencing at 1001/1101 Penn Avenue in the City of Jeannette; a $71,000 Minniefield Demolition Services LLC award for an Act 152 DEMOFund/PHARE RTT demolition package; and a $112,000 GEMM Demolition award for a separate Act 152/ARPA/PHARE RTT demolition package covering Jeannette, Hempfield and Penn Township. The board also rescinded a $117,000 GEMM Demolition award for the Monessen 2026‑1 ARPA demolition package of three commercial structures. In each case the minutes record the rescissions were made because the legal advertisement directed by staff was not placed and the projects will be re‑bid.
After the rescissions, the board approved new demolition contract awards including: Minniefield Demolition Services, LLC for Monessen 2026‑2 ARPA demolition of six residential structures ($102,000) and Mon Valley 2026‑1 DEMOFund demolition of four residential structures ($54,500); Wreckcrew Demolition, LLC for New Kensington CDBG 2026‑1 ($69,420); and Minniefield Demolition Services, LLC for demolition at 557 Cowan Ave, City of Jeannette ($12,000). All motions were recorded as carried unanimously.
