The Gallatin Municipal Planning Commission on May 26 approved an amended preliminary and final master development plan for the Savannah Marketplace cottages and amended a traffic-condition tied to the project’s access onto Nashville Pike.
Staff planner Kimberly Atley described the proposal as an 11.47-acre MU-zoned development reduced from 96 to 87 single-family detached lots, with lot widths increasing from 26 to 30 feet and additional on-site parking. Engineering staff presented an updated traffic impact study that recommended right-turn lanes at two access points on Nashville Pike; the westernmost access was found warranted with this project and the middle access was identified as warranted but potentially attributable across remaining projects in the corridor.
Applicant representative Greg Gamble said the revised plan increases total parking from 257 to 385 spaces and increases open space from 2.2 to 2.48 acres. Civil engineer Wes McGill told the commission the applicant would comply with staff conditions and proposed phasing the two right-turn lanes so the westernmost lane would be constructed with this project while the middle lane would be installed with later development. Developer Randy Hoffman said the western lane was a surprise but agreed the cottages warrant the first lane and requested the middle lane be tied to future mixed‑use phases.
Commission discussion focused on how to word Condition 15 and on the role of T‑DOT approval. Commissioners and staff revised Condition 15 to require construction of an eastbound right-turn lane at the westernmost access when warranted by the updated turn‑lane analysis and to make the condition contingent on T‑DOT approval; language was added to deem the condition satisfied if T‑DOT does not approve the turn‑lane plan so the project is not indefinitely blocked.
Chair Morrell called three motions: to classify the amendment as minor, to amend Condition 15 with the revised language, and to approve the amended PMDP/FMDP with the 24 conditions as modified. All motions carried on voice votes.
The commission’s actions leave the western right‑turn lane required per the updated study and subject to T‑DOT review; timing for the middle right‑turn lane will be resolved as later development applications are filed.
