Titonka council adopts FY2026 library and fire budgets, approves water-project pay application and makes appointments

The Titonka City Council on Thursday approved several fiscal and administrative measures, including the FY2026 budgets for the library and the fire department, a resolution authorizing a construction pay application for the town’s water-system project, and multiple board appointments.
Library Director Holt Erwin presented the proposed FY2026 library budget. Councilmember Sara Hamilton moved to approve the library budget; Katie Prothman seconded the motion and the council voted 5 ayes, 0 nays to adopt it. A separate motion by Councilmember Mike Fredrickson, seconded by Irvin Harms, approved the proposed Fire Department FY2026 budget by a 5–0 vote.
On a separate roll call, the council adopted a resolution approving Pay Application No. 16 to Woodruff Construction for the Titonka Water System Improvements Project. The motion was made by Mike Fredrickson and seconded by Mike Etherington. The roll call vote recorded ayes from Etherington, Fredrickson, Hamilton, Harms and Prothman; NAYS: none. The record lists the resolution as No. 24-25-25, approved Jan. 9, 2025.
The council also filled municipal seats: Will Kellner was appointed to the Board of Adjustment (motion Mike Fredrickson, seconded Katie Prothman), and the council appointed Bill Trunkhill, Kevin Hamilton, Leroy Hoffman, Craig Heyer, David Bartelt, Joel Knudson and Chris Rippentrop to the Planning and Zoning Commission (motion Mike Fredrickson, seconded Irvin Harms). All listed appointments were approved by 5 ayes, 0 nays.
Mayor David LaGue announced committee assignments including naming Sara Hamilton mayor pro tem and allocating councilmembers to standing committees. The council set a budget-amendment hearing for Thursday, Feb. 13, 2025, at 7:00 P.M., and set a public hearing on Post Property’s zoning request for the same date and time. The council also adopted a resolution naming depositories (Resolution No. 24-25-26) by roll call vote.
The meeting record concludes with a certification of receipts and expenses by City Clerk Karen Hamilton: total revenue $441,774.75 and total expenses $119,171.03. The council adjourned at 8:38 P.M.
