The Nowthen City Council approved an employment agreement for Interim City Clerk/Administrator Natalie Johnson on Aug. 12 after extended discussion of salary adjustment language, performance reviews, notice periods and termination benefits. Attorney Bob Rupy reviewed the draft; council debated whether the agreement should guarantee merit increases upon certification or leave annual pay decisions to council discretion.
Council agreed to schedule a performance review in September (the review was calendared for Sept. 16) and directed Attorney Rupy to revise the employment agreement text to reflect council edits. Council discussed severance/termination benefits and, after debate, settled on a shorter, council‑agreed severance approach (the council discussion favored three months as a compromise versus the original six months written into an earlier draft).
Why it matters: The employment agreement establishes responsibilities, review cadence and separation benefits for the city’s chief administrative officer and clerk, clarifying mutual expectations and protections for both the employee and the city.
Next steps: Attorney Rupy will produce the revised employment agreement for distribution to the clerk and council; staff will schedule the performance review for Sept. 16.
