Council reviews Shasta Drive stormwater bid; members press for developer accountability

Perry City staff presented bid results on March 17 for a small but targeted stormwater pipe extension on Shasta Drive in the Alpine Valley subdivision and recommended awarding the contract to local low bidder JCO LLC at $22,673.91.
"We received five bids. The lowest of which was $22,673.91," said Mr. Warthingington, describing the work as an extension of a pipe that currently stops between two backyards and will be extended to the regional storm system.
Councilors asked why the original development omitted the necessary pipe extension, requested packet graphics and historical development information, and raised concerns about using stormwater utility funds to fix what might be a developer installation issue. "If it was an issue that should have been handled appropriately when it was created, then we need to hold that developer more accountable," one councilor said, urging staff to return with developers' responsibilities and funding clarifications.
Staff said they will provide the requested background information in future materials. The item remains at the review stage in the pre-council meeting; a formal award decision was not recorded in the pre-council minutes.
