Council reviewed bids to renovate Toddler Park downtown and debated whether to pursue the lowest responsive bid or to scale back elements to reduce cost.
Staff said the lowest responsive bid was $681,014 and that a 5% contingency brought the total to roughly $715,650. The project includes ADA features, specialized equipment for children with autism, surfacing, site grading and other amenities. Councilmembers expressed sticker shock at high unit prices for some fixtures (for example, drinking fountains and picnic furnishings) and asked whether some items could be procured separately or value-engineered.
"There's some things that we could probably drop out of here," one councilmember said, pointing to furniture and fixtures. Staff said the engineering firm (GMC) offered to pursue value engineering with the low bidder and that the council could also consider moving the project to Destination Park, where more Gwinnett SPLAST funds are available, to achieve more scope in a larger space.
Council discussion produced a rough target range for a reduced scope: roughly $625,000 to $650,000. Staff will pursue options to reduce cost (for example, substitute equipment, remove high-cost furnishings, or change certain play pieces) and return with revised bids or a recommendation at a future meeting. Council members emphasized preserving ADA-accessible play components while seeking savings on benches, picnic tables and other non-core items.
