The actions follow staff briefings on water and road projects and a recommendation to consolidate sidewalk work under a single contractor.
Councilors voted unanimously to award a single contract to Reith‑Riley to replace sidewalks for $108,750 after staff said taking one contractor approach would simplify project management. The contract includes the specified 4‑foot sections discussed in prior meetings; councilors confirmed the contractor’s bid covers the portions of the work tied to the road contract.
The council also approved multiple State Revolving Fund disbursements tied to water and wastewater projects: SRF disbursement #55 to Phoenix Fabricators for $241,010 (plus $12,684 retainage) for a water tank purchase; SRF #48 to Commonwealth Engineer for $61,359; and SRF #49 to Crosby Construction for $122,175 (with $6,430 retainage). Motions to approve those disbursements passed by voice votes.
In addition, councilors granted the clerk‑treasurer permission to publish notice on Gateway for ordinance 5‑7‑2026‑18, an additional appropriation request of about $1,629,134 covering multiple town projects. That ordinance was set for second reading and a vote on May 7.
The Redevelopment Committee portion of the meeting also adopted resolution R 4‑2‑2026‑07 to approve additional TIP (Tax Increment Financing) expenditures to fund street and water infrastructure. Staff noted the spending-plan exhibit (Exhibit A) was missing from the packet and asked attorneys to provide the required fiscal‑standard chart for gateway submission and recordkeeping.
