Council unanimously waived the usual rules to adopt the ordinance on first reading and then voted to adopt on first reading; staff said future budget or appropriation requests would come separately if needed.
Councilmembers said the fund is an administrative step to ensure revenue and expenditures for the market are tracked separately from general town accounts. The council did not set a launch date at the meeting.
