Lynchburg restores water and stormwater capital projects after VDH award; council advances $36.4 million amendment

Lynchburg City Council accepted staff’s recommendation June 23 to introduce an ordinance amending the FY2027 capital improvements program that would appropriate $36,383,600 to the water capital projects fund and $1,300,000 to the stormwater capital projects fund.
Tim Mitchell, director of water resources, told council that the appropriation restores projects that had been deferred and that the city received a $15 million award from the Virginia Department of Health; $7.5 million of that award is classified as principal forgiveness, reducing the borrowing the city must undertake for planned lead service-line work. "This restores the current adopted budget for the water fund," Mitchell said, adding that the amended CIP totals roughly $49 million after adjustments.
Mitchell also described a proposed monopole lease and other water-system matters earlier in the meeting; no public speakers opposed the CIP amendment. Council initiated the vote to advance the ordinance and the motion passed 7-0. The ordinance will return for formal adoption on a subsequent agenda as part of the FY2027 adoption process.
