The Waukesha City Plan Commission on May 27 approved a two‑lot certified survey map (CSM) that splits a 1.94‑acre parcel at 1535 East Racine Avenue into a 0.39‑acre southern vacant lot and a 0.55‑acre northern commercial lot to be incorporated into the Hawks Landing duplex development.
Staff explained the southern vacant parcel will receive access via an existing Garden Prairie Drive easement that was approved when the adjacent Garden Prairie development was platted. The commission heard questions about approving a lot split before public infrastructure is in place (roads, sewer and water) and whether a parcel without immediate access to a recorded public road should be created. Staff and commissioners noted the easement already exists and that approving the CSM is a preliminary, procedural step; site plan and infrastructure work must still return to the commission for review.
Developer Eric Sandarsi said he has paid fees to the building department, obtained erosion control permits and secured financing, and that beginning infrastructure work in August or September 2026 is his intent. Sandarsi said splitting the lot now is cost effective because it allows him to install sewer and water and lay groundwork while minimizing repeated tear‑up of newly paved surfaces.
Commissioners indicated they would be comfortable approving the CSM as the first step, with the understanding that any future site plan that lacked road access would be an issue at the subsequent stage. The motion to approve the two‑lot CSM passed by voice vote.
The approval does not authorize construction; future site plan, utility and permitting reviews will be required before any duplexes are built.
