Roseau council authorizes multiple infrastructure moves: pedestrian bridge funding, arena repairs and airport contract

At its April 6 meeting, the Roseau City Council approved multiple infrastructure steps: accepting a Federal Transportation Alternatives grant for pedestrian-bridge Phase II work, discussing contractor default and bond-recovery steps on the Memorial Arena roofing project, and awarding a major airport runway reconstruction contract.
CDC Todd Peterson told the council the city received $273,000 in additional grant funds to complete Phase II of the Roseau River Pedestrian Bridge (lighting and a school trail connection) and the council unanimously authorized acceptance of the grant and execution of related documents.
On the Memorial Arena roof and ice plant project, staff reported the general contractor Equity Builders had outstanding payment and performance issues: its liability insurance was cancelled, its contractor license expired Dec. 31, 2025, and the company had been suspended by the state pending an investigation. The council declared Equity Builders in default, retained $100,000 pending warranty completion and is pursuing completion and payment through the contractor’s bond surety (Old Republic). The council discussed replacing the arena’s R‑22 ice plant with a natural ammonia system and noted the city has secured SHPO grant funds ($250,000), $52,500 in insurance proceeds and a $250,000 Mighty Ducks grant toward completion; the overall project cost cited was about $975,000 plus $24,000 for design/inspection.
On aviation, the council awarded a contract of $3,173,095.80 to KGM Contractors to reconstruct Runway 16‑34 and the parallel taxiway (project estimate ~$4 million), with funding expected to be 95% FAA, 2.5% State and 2.5% City. Staff outlined a tentative construction schedule beginning May 18 and approved proceeding with TKDA airport planning services (contingent on state and federal participation) to study a runway extension to accommodate future jet operations.
Next steps: execute grant agreements for the bridge, work with bond surety and legal counsel on arena completion and payment, and advance pre-construction activities at the airport with notices to airport users about the May schedule.
