Resident says water-tower fence is 'overkill'; council says taller fence required by engineers

A Rose Creek resident told the council on July 1 that the proposed nine-foot fence with barbed wire around the city water tower is "overkill" and worries it will reduce his parents' property value. "The fence is overkill and more cost to the City," resident Andy Leisen said, and he urged the council to consider a different gauge of metal or no fence at all.
Council Member Tom Lewison and other council members responded that the fence specification derives from engineers and that it must be brought up to code to satisfy loan and grant requirements tied to the water system project. "It is protecting the City and keeping others off the water tower," Lewison said, adding that the contractor and supplier are familiar with the applicable regulations.
The council also discussed soil and surface repairs around the tower after contractor trucks created ruts. Bob Schoenfelder initially repaired the ruts, but Leisen said the site was not restored to its previous condition; Council Member Lewison said additional fill may be required and Public Works Bob Jax agreed to address the matter. The council voted to withhold Schoenfelder's check until the adjacent property is repaired to the resident’s satisfaction.
No formal change to the fence design was recorded in the meeting transcript; council members framed their remarks as adherence to engineer and code requirements tied to funding. The dispute remains a point for follow-up between the resident and public works staff.
