Second, the council considered a request to exempt home-based businesses from the existing dual-license requirement — a Therapeutic Massage Enterprise business license and an individual Massage Therapist license. Councilors directed staff to retain both the business license and the individual therapist license requirements, declining the suggested exemption for home-based operations.
