Chattahoochee County approves GDOT maintenance agreement, authorizes CDBG application

The Chattahoochee County Commission on March 4 approved a right-of-way mowing and maintenance agreement with the Georgia Department of Transportation for Project ID 0015687 and unanimously authorized the county to apply for Fiscal Year 2025 Community Development Block Grant (CDBG) funds and to obligate $47,500 in county funds as match.
The GDOT agreement, tied to a planned single-lane roundabout at State Route 1/State Route 520 and County Road 109/Wells Street, assigns routine upkeep responsibilities to the county and its contractors, including watering, pruning, mowing, weed control and sidewalk repair, and sets insurance, notification and pesticide-use requirements in an attached Exhibit A. The agreement was approved after a motion by Commissioner Damon Hoyte and second by Commissioner Gerald Douglas.
Why it matters: the maintenance agreement clarifies who will perform and pay for long-term landscape and sidewalk upkeep around the roundabout once GDOT’s project is complete. The CDBG application, if awarded, could bring federal funding to local community facilities projects; River Valley Regional Commission will prepare the application and the county has pledged $47,500 as cash match and leverage.
County Manager Thomas Weaver told the commission that staff have begun department budget meetings and that supporting documents for the GDOT agreement and the CDBG application were provided to commissioners. The CDBG resolution authorizing the filing was moved by Commissioner Jason Frost and seconded by Commissioner Gerald Douglas; the related resolution authorizing the county match was moved by Commissioner Gerald Douglas and seconded by Commissioner Jason Frost; both passed unanimously.
The commission voted to table action on putting the Friendship Road LMIG project out to bid; Commissioner Jason Frost made the motion and Commissioner Gerald Douglas seconded. The item was deferred to a work-session review.
Business meeting minutes from Feb. 4 and other recent sessions were approved by unanimous vote. The commission briefly entered executive session to discuss legal matters at 9:11 a.m. and reconvened at 9:20 a.m.; Chairman Charles Coffey stated that the matters discussed were within the statutory exceptions to the open meetings law and that no votes were taken during the closed session. The meeting adjourned at 9:24 a.m.
Next steps: the CDBG application will be prepared by the River Valley Regional Commission; the Friendship Road LMIG bid packet will return for further review at a work session, and the GDOT agreement will be executed through the state’s contract system as part of project closeout and maintenance planning.
